By signing up and actively using the tencentpayout program you agree to all terms and conditions set forth in this agreement. tencentpayout may, at any time, choose to edit, add and/or delete portions of this agreement and impose changes without prior notification of its members. Members will be informed of any and all changes to this policy via an email to their primary contact email address provided upon signing up with tencentpayout. If any modification is unacceptable to you, your only recourse is to terminate this agreement or to file an appeal. Your continued participation in the tencentpayout program following our posting of a change in policy notice or new agreement on our site will constitute binding acceptance to the change.

Points have no cash value and are provided freely to members who participate in the site and complete offers. They are a fun way for members to play games and win prizes. Points are not a payment of any kind for any type of employment or services. tencentpayout reserves to rights to cancel the points system at any time.You must signup with a valid email address, valid home address and a valid phone number. If you fail to accurately provide any one of these your account will be deleted and you will not be paid. Members with duplicate IP , Paypal , Phone numbers, and addresses will not be paid!

1. There will be no advertising of other sites in the shout box.
2. No profanity or attempts at bypassing the chat filter.
3. No attacking or harassing any member via inbox or shout box.
4. There will be a 30 day hold on all Paid Offers and Trial Offers funds.
5. ANY and all attempts at cheating, which include the use of proxies, duping offers, offer fraud, and anything else that the site owners, advertisers, or affiliate agencies deem as inappropriate, will result in the users account being temporarily banned. You may at the site owners discretion be allowed to return if you contact admin by trouble ticket or by email at BlingElite@yahoo.com and discuss and provide proof that you have committed no infraction.
6. No backseat modding. Do not argue or disrespect any moderator via shoutbox. If you have a valid dispute with someone please handle it via inbox.
7. No offensive usernames allowed. A user name will be considered offensive if it involves any type of vulgarity or harassment to any persons race, religion, gender, or ethnic background. Also any username reported to the site owners by 3 or more current members as offensive will be changed.
8. Any attempt to defraud or coerce or cheat and contest will result in that members or members to be removed from current contests and possibly future contests at the owners discretion.
9. Reversals are the responsibility of the member. If TenCentPayout gets a reversal or reversals against any users account, that amount will be subtracted from the users current account earnings. At times this will result in a negative balance.
10. If your account balance is negative, cash or Points, you will not be allowed to withdraw or redeem any prize until the account is brought back to good standing. If this amount is not brought current within 30 days of going negative, you will forfeit any Upgrade package you may have previously purchased without refund and also be subject to a permanent ban from TenCentPayout.
11. All account verifications are to be done by landline, or cellular phone. Skype will only be allowed for verification with prior consent from the site owners. VOIP programs are NOT allowed by any member at any time.

You and tencentpayout are independent contractors, and nothing in this Agreement creates any partnership, joint venture, agency, franchise, sales representative or employment relationship between you and tencentpayout. You understand that you do not have authority to make or accept any offers or make any representations on behalf of tencentpayout. You may not make any statement, whether on your site or otherwise, that would contradict anything in this section. You are solely responsible for the reporting and payment of any taxes for money earned while using the tencentpayout program. For privacy and for protection of our marketing strategies no part of the site, emails, newsletters, updates, templates and promotions may be reproduced in any way without prior consent. This includes but it not limited to use of our images, ideas, text, terms or any other information we consider as copyrighted material. Publishing/posting/quoting part or all of such content online or offline by any means or method is prohibited.

 

tencentpayout will not be liable for lost profits, lost business opportunities, or any other indirect, special, punitive, incidental or consequential damages arising out of or related to this Agreement or tencentpayout program, even if tencentpayout has been advised of the possibility of such damages. Furthermore, tencentpayout aggregate liability arising under this Agreement will not exceed the amount of the total fees paid or payable to you under this Agreement. The provisions of this Section survive termination or expiration of the Agreement.

 

You may not promote your referral links through unsolicited emailing (i.e. SPAMMING), newsgroup postings, or any other method of mass communication. Failure to comply will result in immediate termination of your membership with tencentpayout and may result in legal prosecution. tencentpayout strictly enforces anti-spamming laws. Spamming is a federal crime. Any member caught spamming will not only have their account terminated immediately and lose any past, present and future earnings, but shall also be held liable for Spamming as we shall cooperate with any authorities and investigations that may arise from the Spamming incident. tencentpayout may charge up to $5 per Spam email sent. Multiple signups shall be grounds for immediate termination of all involved accounts. Signing up multiple times from the same computer also constitutes fraud. tencentpayout will file charges for recovery of any earnings received from multiple signups.
